How can I make a diamond look larger? I have a flawless .33 carat diamond ring.?
You can take it to a jeweler and have what's called a "cheat plate" around it. It gives the illusion of being larger.

Go to the jeweler and ask about having it set differently to look larger. Also, look into surrounding it with smaller, lesser quality stones in the new setting. And, as a sidebar, if this ring was a gift or it's your engagement ring or something similar, you should be thankful for what you have and leave the thing alone!

Just carry a magnifying glass with you everwhere and require that everyone look at it through the magnifying glass.

Larger prongs around the diamond enhance it. Or a loftier setting…set a lot higher than the band. Smaller stones around the diamond. If it is an engagement ring, I wouldn't change anything, but you could always accent it with a plain band, so that the diamond sticks out more.
Maybe just get smaller hands?
